We continue to see a strong momentum of our business growth in China. In order to better support this profitable growth, China government relatio team needs to have a holistic GR strategy with proactive engagement with business/function. The team will develop a systematic approach and center of excellence of relevant GR issues to support and enable business growth. This needs professional GR manager with strong leadehip and capability in government affai and policy iight. This position will help to build effective team culture with strategic thinking and proactive approach working with businesses and functio, coordinate relatiohip with government ititutio in Central and West Sub-region, and help identifying business opportunity with accountability and ownehip.
1. Undetand government decision making process to support business development and operation.
2. Gain iight into government policy making process and key policy changes that pose potential impact to business operation & profitability, e.g. Western development policy
3. Undetand industry development plan and help to identify trend and opportunity for business, provide support and guidance to achieve full entitlement of government incentives
4. Undetand the government regulatory framework and enhance our ongoing project operation to achieve regulatory compliance
5. Help to build an effective team culture with strategic thinking and a proactive approach that aligned with our businesses and functio
6. Provide GR related support to the business in Central and West Sub-region
PRINCIPAL ACCOUNTABILITIES
1. Develop an ititutional and sustainable mapping of government relation matrix. Build strategic relatiohip and cooperation with central government and related government ititutio in Central and West Sub-region. Support business development through identifying policy direction and relatiohip management.
2. Accountable for identifying and interfacing with government agencies to support project bidding and execution.
3. Lead and coordinate the policy initiatives of the company in China with focusing on Central and West: undetand the government strategic plan; Conduct studies and analysis of government policies and regulatio, get the policy iight and interpretation of the indication to the leadehip and business; advocate for the benefit of industry and business.
4. Engage with related stakeholde to undetand the political dynamics and to involve in bilateral cooperation program to promote the company and business growth.
5. Undetand and where possible influence policy, regulation and /or industry standard setting.
JOB REQUIREMENTS
1. A well-rounded manager, with 10-15 yea of relevant government relatio experience, preferably experience at Chinese government; also experience working in a multinational company.
2. The Job Incumbent is expected to have Bachelor’s Degree in business administration, public administration, international trade, international relatio, and related major. Postgraduate qualification or MBA is preferred.
3. A self starter, motivational leader with demotrated succes in building and implementing government relatiohip network. and seing the organizational change issues and iight & how to manage through this new area.
4. With relatiohips in Central and West region with appropriate political and policy make, especially in Shaanxi province.
5. Proven interpeonal skills. Ability to develop peonal relatiohips built on trust and credibility both internally and externally. Ability to commission a government engagement/lobbying team and for a specific external interaction.
6. Coistent and successful track record of performance in all areas of respoibility, coupled with strong credibility and a reputation for delivering desired results. Ability to leverage external government interactio across different business / advocacy needs
7. Evidence of a strategic mindset that can balance longhort term goals with bigger picture.
8. Fluency in spoken and written English and Mandarin Chinese is a must; excellent presentation skills with ability to present complex proposals peuasively.
