Essential Duties and Respoibilities:
Direct the interpretation and application of established human resource policies.
Advise senior management in human resource policy and program matte, making or recommending appropriate decisio.
Maintain overall supervision of recruitment, placement and training programs and assure compliance with Chinese Labor Laws and Regulatio.
Assist senior management in pla for succession of key department peonnel. Eure management training and development needs are identified and programs initiated.
Respoible for administration of wage and salary policies and structures and for performance appraisal programs within corporate compeation guidelines. Eure that the duties, respoibilities, and authority of each job are clearly defined, effective, and communicated to incumbents.
Direct employment activities, assuring that properly qualified employees are recruited and hired for company positio.
Develop programs, policies, procedures and controls regarding employment and analyzes manpower, turnover and other peonnel statistics.
Advise on and coordinate selection, promotion and placement of intra-company or divisional peonnel.
Manage the performance review process to eure accurate, balanced and fair evaluatio. Review and approve proposed salary changes to eure they are related to individual performance evaluatio.
Coordinate training programs, such as supervisory and management training, and participate in new employee orientation programs when required.
Direct the preparation and maintenance of site-related reports necessary to carry out functio of the department. Prepare periodic reports to corporate management as necessary or requested.
Recommend changes to corporate regarding manuals establishing peonnel policies and activities.
Direct and maintain various activities designed to promote and maintain a high level of employee morale.
Conduct a continuing study of all peonnel policies, programs and practices to keep the company abreast of current practice and informed of new developments.
Respoible for the preparation of organization charts and for euring the accuracy of reporting relatiohips, titles and that the information is coistent with the HRIS.
May engage in public relatio activities such as representing the company with organizatio such as community groups, industry groups, and professional societies.
Oveee policies and practices to eure compliance with all local, state, and federal laws and judicial decisio.
Develop and recommend departmental budget. Authorize expenditures in accordance with budget. Approve budget and expees of subordinates.
Develop short- and long-range operating objectives, organizational structure, and staffing requirements.
Assure that qualified peonnel are selected and that orientation and on-the-job training programs are conducted and effective.
Monitor performance of direct reports. Provide prompt and objective coaching and coueling. Review direct reports and approve performance appraisals initiated by direct reports.
Assure that effective communicatio are maintained within areas of respoibility. Where appropriate, inform employees as to pla and progress. Conduct employee discussion sessio at regular and frequent intervals.
Assure that the necessary coordination within the area of respoibility is taking place and that coordination of the assigned area with those of other company or corporate units is taking place. Resolve problems involving coordination.
Coult with all segments of management respoible for policy or action. Make recommendatio for improving the effectiveness of policy or practices.
Act within scope of authority and coistent with company and corporate objectives, guidelines, policies, and practices.
Eure optimum performance of the function. Recommend and implement techniques to improve productivity, increase efficiencies, cut costs, take advantage of opportunities, and maintain state-of-the-art practices.
Keep abreast of current trends and practices in Human Resources field through reading of professional journals, and attendance at meetings and conferences.
Perform other related duties as assigned.
Qualificatio:
Education: Bachelor’s degree (B.S./B.A) or equivalent in a related field.
Experience: Five to ten yea of HR generalist experience plus 3-5 yea of HR management experience.
An equivalent combination of education and experience may be accepted as a satisfactory substitute for the specific education and experience listed above.
